Title: TEMPUS - 544283-TEMPUS-1-2013-1-ES-TEMPUS-JPHES - Lifelong Language Learning University Centre Network for New Career Opportunities and Personal Development

ABOUT THE PROJECT: The network of UNICO lifelong language centers (university-career-opportunity), each of which acts as a UNICO Center of Excellence, will unite educational language centers in eleven universities in the Kyrgyz Republic, the Republic of Tajikistan, and the Siberian Federal District of the Russian Federation. They will be embedded in the regional socio-economic fabric of the three countries and will include eleven UNICO centers in the cities of Barnaul, Bishkek, Chita, Dushanbe, Kemerovo, Krasnoyarsk, Naryn, Novosibirsk, and Tomsk. The Dushanbe UNICO center will have 3 subdivisions which will meet the needs of three large territories in the country: Sugd territory (Russian-Tajik Slavonic University); Hatlon territory (Tajik State Institute of Languages), and the territory of the Thirteen Regions of Republican Subordination (Tajik State University of Commerce).

WHY NETWORK? The most widespread form of self-organizing structure in education in the world today is network communities. Numerous forms of interaction between UNICO partners can be implemented in an educational environment as self-organizing structures capable of receiving, generating, accumulating and developing new knowledge, skills and competences  on the strength of the of the 16 parties involved. The central part of a newly established network within the LLL paradigm will be shared values of all the partners, and regional and national interests and needs in the three countries.

WHAT IS A LANGUAGE CENTRE OF EXCELLENCE? Within the network, each language centre will act as a UNICO Center of Excellence, which will be seamlessly managed within a network mode rather than via order-taking from a single center.

Each UNICO Center of Excellence will provide the following services (the information will be provided via ONLINE support service center):

  1. English language educational service
  2. Technological support service
  3. Resource center service: learning materials + website and e-database support
  4. Assessment and examination office service
  5. Out-reach coordinators’ service
  6. Employment guidance and consultancy service  

UNICO will try to effect a change in the way people think about the obstacles in their careers. The network will help overcome one of the key barriers – the language barrier.  The centers will also create aspirations in the minds of language learners regarding their personal development and will constantly strive to make sure this aspiration becomes a reality, and that our learner groups and individuals are both challenged and motivated but also fully supported as they progress towards achieving their goals. Lifelong learning in UNICO centers embraces many concepts – including education for well-qualified graduates and university staff,  professionals who seek to up-grade skills for the workplace, education for the unemployed and those in search of a better job, continuing education for disadvantaged groups, and even senior citizens enjoying their post-retirement opportunities for cultural enrichment – and is subject to considerable local, regional and national interpretation in Kyrgyzstan, Tajikistan, and Russia. The project partners embrace the challenge to find ways to open up a wider range of language educational services for new learners and returning learners, and to ensure continuing opportunities for learners throughout their lives.
